Metode yang digunakan pada penelitian ini adalah metode Analytical Hierarchy Process (AHP),diharapkan dengan menggunakan metode in idapat membantu memecahkan masalah yang cukuprumit dan kompleks karena kriteria yang banyak.Disamping kriteria yang banyak sehingga membuat rumit dan kompleks jugadikarenakan struktur yang belum jelas/belum pasti, ketidakpastian persepsi pengambilan keputusan serta ketidakpastian dalam hal ketersediaan data statistik yang memadai dan akurat bahkan kemungkinan data yang dimaksud belum ada atau tidak tersedia sebagaimana yang diharapkan peneliti.
