A. Pendekatan Penulisan
Penulisan paper menggunakan pendekatan deskriptif kualitatif. Menurut Hadari (2005), metode deskriptif dapat diartikan sebagai prosedur pemecahan masalah dengan menggambarkan/melukiskan keadaaan subjek/objek penelitian pada saat sekarang berdasarkan fakta-fakta yang tampak atau sebagaimana adanya. Basrowi (2002) menyatakan bahwa pendekatan kualitatif adalah penulisan yang bertujuan untuk mendapatkan pemahaman tentang kenyataan atau kejadian melalui proses berfikir induktif (logico indicative abstractif).

B. Sumber Data
Sumber data dalam paper ini adalah sumber data sekunder. Penulis mengambil berbagai studi literatur dalam menganalisis dan memberikan solusi dalam pemecahan masalah di atas. Adapun sumber data berasal dari jurnal,buku cetak buku online, media massa, dann media online.
