Wilayah transisi tinggi adalah wilayah dengan jumlah rumah tangga PKH transisi yang relatif banyak dan wilayah transisi rendah adalah wilayah dengan jumlah rumah tangga PKH transisi yang relatif lebih sedikit atau memiliki rumah tangga graduasi yang relatif lebih banyak.
