Dalam penelitian ini ditemukan bahwa : (1) Kondisi eksisting pemanfaatan ruang di Teluk Ambon Dalam meliputi : Pemukiman dan Perumahan, Pariwisata dan Olah Raga, Perikanan (Penangkapan dan budidaya), Perhubungan, Penambangan Galian C, Industri Perdagangan, Pertahanan Keamanan, Pendidikan, Penelitian dan Konservasi, Pertanian, Pembangunan Infrastruktur dengan dominasi pada pemukiman, perikanan, dan penambangan galian C. Pemanfaatan ruang di Teluk Ambon Dalam sangat berpotensi menimbulkan konflik. (2) Lembaga yang berperan aktif Kementerian Kelautan dan Perikanan, Dinas Kelautan dan Perikanan, Badan Perencanaan Pembangunan Daerah, Dinas Pekerjaan Umum, Dinas Perhubungan, Dinas Kebudayaan dan Pariwisata, Badan Penanaman Modal Daerah, Dinas Energi Sumberdaya Mineral, Dinas Pertanian, Dinas Kehutanan, Badan Pengendalian Dampak Lingkungan, Perusahan Listrik Negara, Lantamal IX, Polairud, Universitas Pattimura, Badan Keamanan Laut, LIPI.Sedangkan aturan formal dan informal yang digunakan dalam pemanfaatan Teluk Ambon Dalam meliputi : Aturan Formal : Umum, Bidang Kelautan dan Perikanan, Bidang Perhubungan, Bidang Sumberdaya dan Lingkungan Hidup dan Aturan Informal berupa himbauan himbauan yang dilakukan oleh desa-desa dan kelurahan yang ada. (3) Diperoleh 8 (delapan) arah kebijakan strategi pemanfaatan dan pengelolaan Teluk Ambon Dalam sebagai berikut : (1) Optimalisasi pengelolaan sumberdaya alam pesisr Teluk Ambon Dalam secara berkelanjutan, (2) Optimalisasi pengembangan dan pengelolaan kawasan konservasi mangrove dan ekowisata berdasarkan prinsip keberlanjutan, (3) Mendorong perkembangan sektor informal untuk peningkatan pendapatan masyarakat dan Pendapatan Asli Daerah, (4) Pengembangan fungsi dan kapasitas Sumberdaya masyarakat dan stakeholder untuk menunjang pengelolaan dan pelestarian Teluk Ambon Dalam, (5) Peningkatan pengawasan, pemantauan dan penegakan hukum terhadap setiap pelanggaran, (6) Pembentukan badan khusus yang mengelola Teluk Ambon Dalam, (7) Penataan ulang dan optimalisasi Tugas Pokok dan Fungsi (Tupoksi) kelembagaan yang terlibat dan (8) Pengkajian ulang serta penetapan peraturan zonasi rinci Teluk Ambon Dalam dengan melibatkan semua elemen masyarakat dan stakeholder.

While the formal and informal rules used in the Bay of Ambon In utilization include: Formal Rules: General, Marine and fishery Areas, the areas of transportation, Resource and environment Fields and Informal Rules in the form of advisories advisories are done by villages and kelurahan. (3) Obtained 8 (eight) policy directions of the strategy and management of the utilization of the Bay of Ambon In as follows: (1) optimization of the management of the natural resources of the Bay of Ambon In pesisr on an ongoing basis, (2) optimization of the development and management of ecotourism and mangrove conservation area based on the principle of sustainability, (3) Encourages the development of the informal sector to increase people's income and the income of the original Area, (4) the development of functions and resources to the community and stakeholder capacity to support the management and preservation of the Bay of Ambon In , (5) the increase in surveillance, monitoring and enforcement of the law against any violation, (6) the establishment of a special body which manages the Bay of Ambon, (7) rearrangement and optimization of basic tasks and functions (Auth) institutional involved and (8) the redenomination and detailed zoning regulations in the Bay of Ambon by involving all elements of society and stakeholders.
