Biasanya dikhususkan menyalurkan dana pada NGO-NGO atau NGO-NGO dunia ketiga atau negara yang sedang berkembang. Dana tersebut bisa saja berasal dari usaha-usaha swadaya masyarakat, donator, usaha komersial, kerja sama dengan berbagai pihak terkait seperti swasta bahkan pemerintah sekalipun. Contoh: OXFAM (Inggris, NOVIB (Belanda), CIDA (Kanada), Ford Foundation (Amerika Serikat) dan lain-lain.
