Jember kini menduduki peringkat ketujuh dari 38 kota/kabupaten di Jawa Timur yang memiliki kunjungan wisata cukup tinggi. Sedikitnya 250 ribu wisatawan domestik maupun mancanegara setiap tahunnya datang ke Jember. Namun, Jember belum punya tagline atau kalimat pemikat dan pengingat untuk mempromosikan dunia pariwisata. Padahal, Jember memiliki kekuatan di sisi keindahan alam dan juga budaya. Dari sisi keindahan alam, Jember terhitung daerah yang lengkap. Betapa tidak, di sisi selatan, Jember memiliki laut. Di kota ini juga banyak perkebunan, dan ada juga wisata pegunungan. Jember adalah kota yang dipenuhi gumuk (bukit kecil) dan gunung. Dari sisi kekayaan khasanah budaya, Jember disebut sebagai daerah Pendalungan. Di sini hidup dua etnis besar, Jawa dan Madura, yang sama-sama memiliki seni tradisi yang khas. Otak pun diputar, mencari ilham: apa tagline yang sesuai, dan sampailah pada suatu gagasan. Empat kata yang dirasa bisa mewakili Jember: Naturally Jember, Lovely Destination.
