4.1 Hasil
1. Aspek Manajemen
a. Peraturan yang terdapat di Kabupaten Garut sudah terkait dengan Keselamatan yang tercantum didalam RUNK, namun belum semua aspek pada RUNK sudah diberikan kekuatan hukum berupa Peraturan Daerah atau Peraturan Bupati. Aspek yang belum tercakup dalam Peraturan tentang Manajemen Koordinasi Keselamatan dan Peraturan terkait Jalan yang Berkeselamatan.
b. Instansi di Kabupaten Garut yang melaksanakan program-program yang berkaitan dengan keselamatan jalan seseuai dengan RUNK. Adapun instansi yang berkontribusi untuk meningkatkan keselamatan jalan adalah Instansi Pemerintah antara lain Badan Perencanaan Daerah, Dinas Bina Marga, Dinas Perhubungan, Dinas Perindustrian, dan Dinas Kesehatan. Instansi pemerintah berperan penuh dalam pengembangan sistem transportasi dan sarana prasarana transportasi jalan.
c. Kebijakan di Kabupaten Garut yang terkait dengan keselamatan transportasi terwujud dalam Keputusan Bupati Garut Nomor 551.1 / Kep.103 Dishub / 2012 tentang Pembentukan Sekretariat Forum Lalu Lintas dan Angkutan Jalan di Kabupaten Garut dan juga koordinasi Internal diluar Forum LLAJ.
d. Riset mengenai keselamatan transportasi jalan masih sangat kurang, sehingga Pemerintah memerlukan riset – riset yang bisa dijadikan masukan untuk meningkatkan program keselamatan di Kabupaten Garut. Rencana pendanaan yang akan digunakan untuk melaksanakan program keselamatan cenderung mengalami kenaikan dari tahun 2014 – 2016. Tetapi dalam realisasi justru tidak sesuai dengan rencana yang telah dibuat, pada tahun 2015 justru melebihi dari perencanaan, tetapi pada tahun 2015 mengalami penurunan, khususnya untuk di lingkungan Dinas Perhubungan sendiri.
e. Kemitraan keselamatan transportasijalan dilaksanakan dalam melaksanakan kerjasama program dan rencana kegiatan pendidikan masyarakat dibidang lalu lintas terhadap masyarakat terorganisir dan masyarakat tidak terorganisir dalam bentuk penyuluhan, pembinaan dan pemberian informasi.
f. PenilaianSistem Manajemen Keselamatan PO. Karunia Bakti di Kabupaten Garut memiliki 2 elemen SMK yang masih dibawah 50% dari angka maksimal. Elemen tersebut yakni “Manajemen Bahaya dan Resiko” dan “Pelatihan dan Kompetensi”.
g. Pendataan Kecelakaan yang tersedia di Kabupaten Garut sudah baik, namun tidak terdapat rekapitulasi data kecelakaan berdasarkan ruas terjadinya kecelakaan. Dalam hal ini kita tidak mendapatkan data kejadian kecelakaan berdasarkan ruas jalan, apakah memang tidak dilakukan pelaporan ataukah memang ada tapi tidak bisa dikeluarkan.
2. Aspek Jalan
a. Secara umum kondisi fisik jalan di Kabupaten Garut sebagian besar dalam kondisi baik. Permukaan jalan dengan kondisi baik mengalami peningkatan dari 275,45 km menjadi 346,21 km pada tahun 2013 sedangkan permukaan jalan dengan kondisi sedang dan rusak dari tahun 2009-2012 mengalami penurunan tetapi mengalami peningkatan kembali pada tahun 2013
b. Gambaran karateristik ruas jalan di 8 wilayah Central Bussines District ( CBD ) berdasarkan hasil inventarisasi jalan didapatkan hasil antara lain
1) Kebutuhan untuk marka dan rambu lalu lintas yang belum memadai

D. Research on road transport safety is still lacking, so the government requires research - research that could be used as feedback to improve the safety program in Garut.
