Tanah hasil pelaksanaan pengadaan tanah akan dipergunakan untuk pembangunan Hunian Tetap (Huntap). Berdasarkan hal tersebut di atas, penelitian ini bertujuan untuk (1) mengetahui pelaksanaan pengadaan tanah yang berasal dari Tanah Kas Desa untuk relokasi korban bencana pasca erupsi Gunung Merapi 2010, dan (2) mengetahui kendala dan hambatan yang dihadapi dalam pelaksanaan pengadaan tanah, serta upaya penyelesaian terhadap kendala dimaksud, (3) mengetahui dampak sosial ekonomi yang terjadi pada masyarakat yang tinggal di lokasi Hunian tetap pedukuhan Karangkendal Balong dan Padukuhan Plosokerep Desa Umbulharjo.
Dalam penelitian ini, peneliti menggunakan metode penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data yang peneliti lakukan dengan menggunakan : (1) Wawancara, dilakukan dengan menggunakan panduan wawancara kepada Panitia Pengadaan Tanah, Pejabat Badan Penanggulangan Bencana Daerah D.I. Yogyakarta, Pejabat Dinas Perumahan dan Pekerjaan Umum Kabupaten Sleman, Kepala Desa Umbulharjo serta warga Hunian Tetap Pedukuhan Karangkendal Balong dan Pedukuhan Plosokerep, (2) Studi dokumen, dilakukan terhadap dokumen, peta dan peraturan terkait pengadaan tanah serta ketentuan pengelolaan Tanah Kas Desa, (3) Observasi, dilakukan melalui pengamatan langsung di lapangan yang hasilnya berupa dokumentasi foto kehidupan warga di Hunian Tetap, dan (4) Triangulasi, dilakukan untuk mendapatkan data dari sumber yang berbeda dengan teknik yang sama sebagaimana dalam butir 1, 2 dan 3.
Berdasarkan hasil penelitian, pelaksanaan pengadaan tanah di Desa Umbulharjo dilakukan berdasarkan Peraturan Presiden Nomor 65 Tahun 2006 dengan petunjuk pelaksanaannya dengan Peraturan Kepala Badan Pertanahan Nasional Nomor 3 Tahun 2007. Disamping itu juga berpedoman pada Peraturan Gubernur Daerah Istimewa Yogyakarta Nomor 11 Tahun 2012. Pelaksanaan pengadaan tanah ini berbeda dengan pengadaan tanah untuk pembangunan secara umumnya, baik dalam pembuatan proposal pengadaan tanah, prosedur penetapan lokasi, kepanitiaan Pengadaan Tanah, penilaian harga tanah, ganti rugi dan penyerahan hak. Segala kendala dan hambatan dapat dilakukan upaya penyelesaian sehingga pengadaan tanah berhasil dilaksanakan. Keberhasilan pengadaan tanah dengan terwujudnya pembangunan permukiman hunian tetap. Dampak sosial tampak dari kesenjangan bentuk, keindahan dan kelengkapan rumah hunian. Munculnya mata pencaharian baru (seperti peternak sapi perah, pengelola jasa wisata alam vulkano tour) menjadi dampak ekonomi yang terjadi pada masyarakat Hunian tetap (Hunian tetap) di Desa Umbulharjo.
