Sementara pendekatan studi kawasan dilakukan apabila pemrakarsa merencanakan untuk melakukan lebih dari satu usaha dan pengelolaannya saling terkait dan pengelolaannya dilakukan oleh pengelola kawasan.
Masyarakat dilibatkan dalam proses penyusunan dokumen Amdal. Mekanisme partisipasi masyarakat dapat melalui pengumuman rencana usaha dan konsultasi public. Proses pengajuan Amdal dapat tidak dilakukan oleh pemrakarsa dengan beberapa kondisi seperti apabila memiliki Amdal Kawasan, lokasi usaha berada pada kabupaten/kota yang memiliki rencana tata ruang kabupaten/kota, dilakukan dalam rangka tanggap darurat bencana. Namun usaha atau kegiatan ini wajib menyusun UKL dan UPL.
Setalah mengajukan Kerangka Acuan maka secretariat komisi penilaian Amdal memberikan pernyataan mengenai kelengkapan administrasi kerangka acuan. Selanjutnya adalah membuat Andal dan RKL-RPL berdasarkan kerangka acuan yang telah disetujui. Sekretariat Komisi penilai Amdal memberikan pernyataan tertulis mengenai kelengkapan administrasi dokumen Amdal dan RKL-RPL. Selanjutnya akan dinilai kelayakannya oleh Komisi Penilai Amdal dan mengeluarkan rekomendasi RKL-RPL.
1.2.2.2 UKL-UPL
Upaya pengelolaan Lingkungan hidup dan upaya pemantauan lingkungan hidup, yang selanjutnya disebut UKL-UPL adalah pengelolaan dan pemantauan terhadap usaha dan/atau kegiatan yang tidak berdampak penting terhadap lingkungan hidup yang diperlukan bagi proses pengambilan keputusan tentang penyelenggaraan usaha dan/atau kegiatan.
Pemrakarsa melakukan penyusunan UKL-UPL dengan format identitas pemrakarsa, rencana kegiatan/usaha, dampak lingkungan yang terjadi dan program pengelolaan dan pemantauan lingkungan hidup. Sama proses pengajuan dengan Amdal mengajukan kepada Mentri, Gubernur, atau Bupati/Walikota. Setelah itu akan mengeluarkan rekomendasi UKL-UPL berupa persetujuan atau penolakan.
1.2.2.3 Permohonan dan Penerbitan Izin Lingkungan
Permohon izin lingkungan disampaikan bersamaan dengan pengajuan penilaian Andal dan RKL-RPL atau Pemeriksaan UKL-UPL. Persyaratan pengajuan permohonan ini ditujukan kepada Mentri, Gubernur atau Bupati antara lain
1. Dokumen Amdal atau formulir UKL-UPL;
2. Dokumen pendirian usaha dan/atau kegiatan, dan
3. Profil usaha
Dalam usaha dan/atau kegiatan yang direncanakan pemrakarsa wajib memiliki izin perlindungan dan pengelolaan lingkungan hidup. Izin ini akan diberikan sesuai dengan kebutuhan dari jenis/usaha dan penilaian dari Komisi Penilaian Amdal. Adapun izin yang dimaksud antara lain :
• Izin pembuangan air limbah
