Tahun 1989, relasi antara komunitas Georgia dengan Ossetia Selatan semakin tegang menyusul kebijakan pemerintah lokal Georgia untuk menjadikan bahasa Georgia sebagai baha satu-satunya yang diperbolehkan dan melarang partai-partai berbau kedaerahan. Merasa bahwa pemerintahan Georgia telah mengabaikan hak-hak masyarakat Ossetia, daerah Ossetia Selatan pun memerdekakan diri secara sepihak pada September 1990 dan bersiap menggabungkan diri dengan wilayah Ossetia Utara yang masuk kedalam wilayah Rusia. Tindakan tersebut lalu direspon dengan pengiriman tentara Georgia ke wilayah Ossetia Selatan di tahun 1991 dan pecahlah perang antara milisi pro-Ossetia melawan pasukan Georgia.
