IP,, M.Si 272 P. + xx.The SCIENCE and Business of Mina clinic (KIMBis) which was formed through the decision letter of the head of the Center for socio-economic Research Of marine and Fisheries (BBPSEKP) number 12.1/BALITBANGKP/RS. 210/I/2012, communication, advocacy is a container/mentoring, and consultation between the fishing communities in coastal areas with related stakeholders, through approaches technopreneurship. The village of Weru Script based on a cooperation agreement between Lamongan with BBPSEKP Number BBPSEKP/TU/24.1.330/2012 as the location for the KIMBis have potential that can be developed, namely the existence of a fish landing and processing product returns developing quite a catch, on the contrary tend to value low-budget and generated most of the fish sold for granted there is no added value and optimal benefits for coastal communities, especially the poor. First off it, the average income per head of household (HH) was Rp 700.000,-then the level of well-being of the population is quite low of 20.8% of total 1.318 KK (Weru Village Profile, 2012). So, KIMBis in the village of Weru are driven towards the growth of entrepreneurship in the fishing communities of coastal/SCIENCE and TECHNOLOGY by leveraging through mentoring of stakeholders or agency (KIMBis officers) on site and help improve the economic quality of the community.This research is qualitative, descriptive and delimited on two focus research, namely (1) the activities of KIMBis as a container of fishermen community empowerment include advocacy/communication, mentoring, and consulting, as well as the empowerment the results seen from the ketercapaian the ability of economic and social externalities; (2) supporting factors and a barrier to include internal factors and external factors. Meanwhile, an analysis of the data used is an interactive model of data analysis with the stages of data collection, data presentation, data reduction, and withdrawal of the conclusion.The implementation of KIMBis in Lamongan conducted among community groups, including a group of businessmen/processing, cultivation, and salt with related stakeholders through training and mentoring in the communication process. The value of innovation and technology in activities this KIMBis is so that the community can be in a group and be able to solve the problems facing fisheries in order to increase the capacity of the economy. On the advocacy/mentoring is done KIMBis on the Community Board, include strengthening the capacity of trade processing, clearance certification PIRT for businessmen, business quality improvement processing traditional salt, artificial feed manufacturing technology transfer and spawning catfish, facilitation of application technology needs, and open access market opportunities in the form of a travelling exhibition and marketing. On the consultation which becomes part of the communication, so far has not been fullest only limited training to the community. Operation of KIMBis through community empowerment which is carried out by training and mentoring that can be achieved are increased entrepreneurial orientation and the conditions of the quality of human resources is growing pretty well.There are factors that support and hinder, internal factors that support is an advantage of the role of Manager of the clinic as extension officers and Chairman of the UPT Service KP Subdistrict. While the internal barrier is the lack of factor intensity of communication among stakeholders and the community with a tool supporting KIMBis in the form of less technical instructions according to the location or the reality on the ground. While external factors that support is the support and commitment of the Lamongan big enough. While external factors that impede is resistance and response from the community goals and yet further regulation or policy that strengthens KIMBis in Lamongan.Based on the above description, the author provides some recommendations, including the need to improve the understanding and commitment of the stakeholders involved in the activities of the KIMBis in Lamongan. In addition, the need for capacity building of human resources (HR) and institutional performance in order for KIMBis to be better supported and can be empowering. Moreover enables faster communication between stakeholders, the socialization of the program to the community, and follow-up with the accompaniment to the community empowerment process socialised, so nothing can be effective.
