Benteng Otanaha dibangun sekitar tahun 1522 M oleh Raja Ilato atas prakarsa para nahkoda kapal Portugis yang berlabuh di pelabuhan Gorontalo untuk memperkuat pertahanan dan keamanan negeri dari serangan musuh. Benteng ini dibuat dari bahan-bahan berupa pasir, batu kapur dan telur burung maleo sebagai semen atau bahan perekatnya.
