1. Pemantauan terhadap subyek atau pelaku dalam tahapan pemilu
- Peserta pemilu;
- Penyelenggara Pemilu dalam hal ini KPPS dan PPS;
- Pemilih.
2. Pemantauan terhadap tahapan pemilu
- Pemantauan pada H -1 sebelum hari dan tanggal Pemungutan dan Penghitungan Suara fokus yang dipantau adalah kesiapan TPS dan distribusi perlengkapan pemungutan suara
- Pemungutan dan Penghitungan Suara di TPS,
- Rekapitulasi Hasil Penghitungan Perolehan Suara di PPS

Hal yang dipantau adalah :

1. Peserta pemilu adalah partai politik yang mencakup didalamnya para calon legislatif dan tim kampanyenya
2. Ketaatan peserta pemilu terhadap syarat dan kewajiban yang harus dipenuhi di TPS dan PPP, misalnya ketaatan partai untuk membekali saksinya dengan surat mandat sebelum datang menjalankan tugas di TPS dan PPS
3. Ketaatan peserta pemilu terhadap larangan-larangan pada setiap tahapan, misalnya taat untuk tidak melakukan politik uang, intimidasi dll
