Prinsipnya, lapisan landasan (track foundation) ini dibuat untuk menjaga kestabilan trek rel saat rangkaian KA lewat. Sehingga trek rel tetap berada pada tempatnya, tidak bergoyang-goyang, tidak ambles ke dalam tanah, serta kuat menahan beban rangkaian KA yang lewat. Selain itu, lapisan landasan juga berfungsi untuk mentransfer beban berat (axle load) dari rangkaian KA untuk disebar ke permukaan bumi (pada gambar di atas adalah Subsoil/Natural Ground).
Lapisan landasan merupakan lapisan yang harus dipersiapkan terlebih dahulu sebelum membangun trek rel, sehingga posisinya berada di bawah trek rel dan berfungsi sebagai pondasi. Sebagaimana struktur pondasi pada suatu bangunan, lapisan landasan juga tersusun atas lapisan-lapisan material tanah dan bebatuan, diantaranya :
1. FORMATION LAYER
Formation layer merupakan perkerjaan pemadatan tanah sebagai pondasi trek rel KA. Formation layer ini dipersiapkan sebagai tempat ditaburkannya lapisan ballast. Lapisan ini berupa campuran tanah, pasir, dan lempung yang diatur tingkat kepadatan dan kelembapan airnya. Pada Negara-negara maju yang lintasan KA-nya sangat padat, ditambahkan lapisan Geotextile di bawah formation layer. Geotextile adalah material semacam kain yang bersifat permeable yang terbuat dari polipropilena atau polyester yang berguna untuk memperlancar drainase dari atas ke bawah (subgrade ke subsoil), dan sekaligus memperkuat formation layer
