Pembangunan sarana dan prasarana jaringan irigasi bertujuan meningkatkan produktifitas pertanian khususnya lahan irigasi teknis. Dalam rangka mencapai tujuan tersebut banyak faktor yang perlu dilakukan terutama pengelolaan jaringan irigasi yang profesional, efektif, efisien dan berkesinambungan. Untuk mengetahui kondisi sarana dan prasarana bendung dan jaringan irigasi Wawotobi berfungsi dengan baik serta untuk mengetahui penilaian sistem jaringan irigasi Wawotobi menurut masyarakat penggunanya apakah sudah sesuai dengan kebutuhan petani, maka perlu diadakan penelitian mengenai Faktor-faktor yang Mempengaruhi dalam Penilaian Kinerja Sistem Jaringan Irigasi pada Daerah Irigasi Wawotobi.
Batasan penelitian ini dilakukan pada penilaian kinerja sistem jaringan irigasi yang mencakup air irigasi, prasarana fisik irigasi, sistem pengelolaan irigasi, institusi pengelola irigasi dan pengelola ditingkat utama dengan mengacu pada Permen PUPR No. 30/PRT/M/2015. Untuk mengetahui kondisi eksisting sarana prasarana irigasi dalam penelitian ini dilakukan dengan cara observasi langsung, pengumpulan data, wawancara, dan kuisioner.
Metode yang digunakan pada penelitian ini adalah Analytical Hierarchy Process (AHP),diharapkan dengan menggunakan metode AHP dapat membantu memecahkan masalah yang rumit dan kompleks karena kriteria yang digunakan dalam penelitian ini cukup banyak serta struktur belum jelas dan tidak pasti, ketidakpastian persepsi pengambilan keputusan serta ketersediaan data statistik yang kurang memadai, bahkan kemungkinan data yang dimaksud belum tersedia sebagaimana diharapkan peneliti.
