a. Melindungi Hak Asasi.
b. Mengahrgai Asas legalitas.
c. Mengahargai prinsp praduga tak bersalah.
d. Menyelenggarakan pengamanan.
Pasal 8
Masyarakat berhak berperan serta secara bertanggung jawab untuk berupaya agar penyarnpaian pendapat di muka umum dapat berlangsung secara aman, tertib, dan damai.
Pasal 9 ayat 1
Bentuk penyampaian pendapatdi muka urnum dapat dilaksanakan dengan:
a. unjuk rasa atau dermonstrasi.
b. Pawai.
c. rapat umum.
d. mimbar bebas.
Pasal 9 ayat 2
Penyampaian pendapat di muka umum sebagaimana dimaksud dalam ayat (1). dilaksanakan di tempat-tempat
terbuka untuk umum. kecuali :
a. Di lingkungan istana kepresidenan, tempat ibadah. instalasi militer, rumah sakit, pelabuhan udara atau laut, stasiun kereta api. terminal angkutan darat, dan obyek-obyek vital nasional;
b. Pada hari besar nasional.

Pasal 9 ayat 3
Pelaku atau peserta penyampaian pendapat di muka umum sebagaimana dimaksud dalam ayat (1) dilarang membawa benda-benda yang dapat membahayakan keselamatan umum.
Pasal 10
1. Penyampaian pendapat di muka umum sebagaimana dimaksud dalam Pasal 9 wajib diberitahukan secara tertulis kepada Polri.
2. Pemberitahuan secara tertulis sebagaimana dimaksud dalam ayat (1) disampaikan oleh yang bersangkutan, pemimpin, alau penanggung jawab kelompok.
3. Pemberitahuan sebagaimana dimaksud dalam ayat (1) selambat-lambatnya 3 x 24 (tiga kali dua puluh empat ) jam sebelum kegiatan dimulai telah diterima oleh Polri setempat.
4. Pemberitahuan secara tertulis sebagaimana dimaksud dalam ayat (1) tidak berlaku bagi kegiatan ilmiah di dalam kampus dan kegiatan keagamaan.

Pembatasan kemerdekaan mengemukakan pendapat secara bebas dan bertanggung jawab tertulis dalam Pasal 6, Pasal 7, dan Pasal 8 UU No. 9 Tahun 1998 seperti telah dijelaskan di atas.
