NGO Operasional tujuan utamanya adalah perancangan dan implementasi proyek pengembangan.Kelompok ini menggerakkan sumber daya dalam bentuk keuangan, material atau tenaga relawan, untuk menjalankan proyek dan program mereka. Proses ini umumnya membutuhkan organisasi yang kompleks. NGO operasional ini masih dapat dibagi atas 3 kelompok besar: a. Organisasi berbasis masyarakat– yang melayani suatu populasi khusus dalam suatu daerah geografis yang sempit; b. Organisasi Nasional – yang beroperasi dalam sebuah negara yang sedang berkembang, danc. Organisasi Internasional – yang pada dasarnya berkantor pusat di negara maju dan menjalankan operasi di lebih dari satu negara yang sedang berkembang. Penggunaan istilah LSM di Indonesia sebagai penghalusan istilah ORNOP/NGO untuk pertama kali berasal dari suatu seminar yang diselenggarakan Sekretariat Bina Desa di Ungaran, Jawa Tengah, 1978.
