Indikasi Kebakaran Lahan di Riau Sempat Membingungkan
Pekanbaru, Jia Xiang - Hasil pencitraan satelit NOAA 18 dengan Terra & Aqua dalam dua hari terakhir menunjukan perbedaan jumlah titik panas (hotspot) yang sangat mencolok sebagai indikasi kebakaran lahan dan hutan di Provinsi Riau, sehingga membuat pengambil kebijakan sempat kebingungan.

"Data dari satu satelit menunjukan jumlah hotspot tidak ada, tapi asap masih pekat. Kami akhirnya memutuskan membuat data perbandingan dalam laporan yang biasanya hanya berpatokan pada NOAA 18, sekarang ditampilkan juga dari Terra & Aqua," kata Kepala Badan Penanggulangan Bencana Daerah (BPBD) Provinsi Riau di Pekanbaru, Selasa (18/2).

Ia mengatakan sejak 16 Februari lalu pencitraan satelit NOAA 18 menunjukan tren penurunan drastis jumlah titik panas di Riau setelah sebelumnya terus terpantau puluhan hingga ratusan titik panas.

Antara melansir, pada hari itu, laporan pencitraan sekitar pukul 16.00 WIB menunjukan tinggal 1 titik panas. Bahkan sehari setelahnya, ia mengatakan di Riau tidak ada sama sekali indikasi kebakaran lahan karena pencitraan satelit NOAA 18 menunjukan 0 atau nihil titik panas, dan hanya 1 titik panas di Sumatera.

Sedangkan pencitraan dari satelit Terra & Aqua menunjukan angka sebaliknya. Pada tanggal 17 sekitar pukul 16.00 WIB, satelit tersebut memantau ada 120 titik panas di Sumatera yang 81 titik berada di Riau. Jumlah titik panas di Riau dilaporkan hanya berkurang satu titik dari hari sebelumnya.

Karena adanya perbedaan yang mencolok tersebut ditambah kondisi di lapangan yang masih ada kebakaran, maka BPBD Riau memutuskan untuk menambahkan data Terra & Aqua dalam laporan mereka ke Badan Nasional Penanggulangan Bencana (BNPB) sejak 18 Februari ini.

Kepala Divisi Data BNPB, Agus Wibowo, ketika dikonfirmasi mengatakan pihaknya sejauh ini belum akan terpengaruh untuk membuat pernyataan bahwa kebakaran lahan di Riau sudah bisa ditanggulangi dengan hanya berdasar pada tren penurunan drastis jumlah titik panas dari NOAA 18.

Ia menjelaskan, ada kemungkinan kondisi dilapangan yang membuat satelit NOAA 18 kurang optimal menangkap titik panas. "Mungkin tak ada api hanya asap saja jadi tidak terdeteksi satelit, sehingga hotspot sedikit. Atau titik apinya kecil dan di bawah tanah," kata Agus.

Ia menjelaskan alasan pemerintah Indonesia hanya berpatokan pada pencitraan satelit NOAA 18 dalam mengambil kebijakan terkait kebakaran lahan dan asap, karena negara-negara anggota ASEAN telah sepakat menggunakannya sejak 1993.[W5]
