1. Fokus pemantauan KIPP adalah pada momentum H-1, hari H, dan H+1.

2. Pemantauan H-1 fokus pada isu-isu:
 kesiapan logistik di TPS-TPS
 suasana wilayah telah bersih dari atribut kampanye
 money politics (semacam “Serangan Fajar”)

Pemantauan Hari H fokus pada isu:
• Money politics
• Netralitas petugas penyelenggara (KPPS & PPL)
• Hak-hak Pemilih
• Potensi manipulasi suara di level TPS
• Intimidasi/kekerasan
• Perilaku aparat keamanan (polisi/tentara)
• Perilaku caleg/simpatisan/parpol
• Perjalanan kotak suara dari TPS
• dan potensi-potensi pelanggaran lainnya

Pemantauan H+1 fokus pada isu:
 Perjalanan kotak
 Proses rekapitulasi
 Potensi manipulasi suara
 Money politics
 Dan potensi pelanggaran lainnya

3. KIPP di masing-masing tingkatan wilayah (Prov/Kab/Kota) melakukan konsolidasi internal dengan berkoordinasi & berkomunikasi dengan KIPP Indonesia.
4. KIPP di masing-masing tingkatan wilayah (Prov/Kab/Kota) memetakan daerah rawan, kemudian mengorgnisir relawannya agar ditempatkan di lokasi-lokasi yang dianggap rawan.
5. Bila pemetaan lokasi rawan belum atau tidak dapat dilakukan, maka penempatan relawan dapat disesuaikan dengan TPS di tempat relawan mencoblos, atau disesuaikan dengan kebutuhan masing-masing KIPP Daerah.
6. Penting untuk diperhatikan, bahwa Pemilu Legislatif 2014 ini adalah sekaligus merupakan ajang konsolidasi KIPP untuk mengukur kesiapan, kekuatan SDM-nya serta sebaran wilayah pemantauan yang akan dipusatkan pada Pemilu Presiden 2014.
7. Dalam kerangka itu maka KIPP Indonesia telah menyusun mekanisme pemantauan,manajemen isu dan strategi media untuk publikasi pemantauan KIPP dari seluruh daerah.
8. Keberhasilan dari strategi pemantauan & publikasi media, sangat bergantung dari masuknya laporan (checklist & form laporan deskriptif) dari kawan-kawan KIPPDa sesuai dengan tenggat waktu (deadline) yang telah disusun dalam tabel berikut:
